On November 2, city voters will select two members of our community to serve on the Roseville City Council. The two Council seats are currently held by Mayor Gina Garbolino and Councilmember Jim Gray. Both Garbolino and Gray are ineligible to be candidates in the next election as the Roseville Charter stipulates that no member shall serve more than two (2) consecutive four (4) year terms and both have served two consecutive terms. Local campaign finance reform was implemented in Roseville in 2000. An ordinance aimed at lowering campaign costs and slowing the increase in campaign spending was adopted by the City Council. The ordinance defines the campaign period which opens on February 2 for potential candidates who want to begin fundraising. Roseville citizens who are interested in running for office must abide by campaign limitations referenced in Chapters 2.60, 2.80 and 2.90 of the Roseville Municipal Code, which is available on the city's Web site at www.roseville.ca.us or at the Clerk's Department at 311 Vernon Street: • Before accepting any contribution, a candidate must file a form with the Roseville City Clerk, either accepting or rejecting the campaign expenditure limit. The expenditure limit for the November 2010 election is $92,525. The campaign finance contribution period opens on February 2 and runs through December 31, 2010. This is the time frame in which prospective candidates can receive contributions for their campaign for office. • A candidate who accepts the expenditure limit may accept contributions of up to $500 from any single source. • A candidate who rejects the expenditure limit may accept contributions of up to $250 from any single source. • The contribution limit is cumulative for all contributions from a single source between February 2, 2010 and December 31, 2010. Campaign funds must be spent by December 31, 2010. • Anyone who has received a campaign contribution of at least $100 since they last filed a contribution report must file a contribution report with the City Clerk. These reports are due on the first of the month, March 1 through December 1, 2010. A final report is due on December 31, 2010. The local campaign reports are in addition to the reports required by the Fair Political Practices Commission. • The official nomination period opens Monday, July 12, 2010 and runs through Friday, August 6, 2010 and is the time frame in which candidates must file their official nomination paperwork with the City Clerk. Regular meetings of the City Council are held on the first Wednesday of the month and adjourned meetings are held on the third Wednesday of the month. Meetings begin at 7:00 p.m. in the Council Chambers of the Civic Center, 311 Vernon Street. Additional meetings are held as necessary. Complete agenda packets are available on the Friday preceding Council meetings in the reception area of the City Clerk's Department, 311 Vernon Street and on the city’s web site at www.roseville.ca.us. Extensive time is required to review the material to be considered at the meetings. Members are also required to serve on auxiliary boards, committees, and or commissions associated with Roseville, the Placer region and the greater Sacramento area. Councilmember compensation is six hundred dollars ($600) per month and the mayor receives an additional fifty dollars ($50) per month. Councilmembers may, upon order of the City Council, be reimbursed for reasonable and necessary expenses incurred while performing representative services of the City of Roseville.
